Why if congress or congressmen are in guilty, the whole politicians are held responsible?

but even if small bjp person is found guilty the whole bjp is held responsible by the pseudo media.look at 26/11 incident, when there was congress govt in center and state the media started crying for whole politicians.and Now kalmadi,jaipal readdy,shila dikshit and sports minister is responsible for the CWG mess again whole politician ,irrespective of party are held responsible by the media.
